The never-ending stream of protocol and implementation exploits continues... This one seems to be peculiar to connection initiation; there's not really enough information to tell exactly what's going on here, but sounds like it might be implementation specific. Although, if it's really a problem with queued connections at startup, it seems plausible that it's a bit more general then that.
